Regional Office in Almaty, in collaboration with the National Commission of the Republic of Kazakhstan for UNESCO and ICESCO, has officially launched UNESCO’s Readiness Assessment Methodology (RAM) on Artificial Intelligence in Kazakhstan at Astana Hub. The initiative aims to support the country in building a responsible, ethical, and inclusive artificial intelligence ecosystem aligned with international standards.
The Readiness Assessment Methodology is one of UNESCO’s flagship tools designed to help member states implement the UNESCO Recommendation on the Ethics of Artificial Intelligence. The framework evaluates a country’s preparedness to develop, regulate, and deploy AI technologies while ensuring transparency, fairness, human rights protection, and sustainable development.
The launch event brought together around 80 participants from government institutions, academia, the private sector, civil society, and expert communities to initiate a national dialogue on AI governance and responsible innovation in Kazakhstan.
Opening the event, Zhanar Shaimenova, Secretary-General of the National Commission of the Republic of Kazakhstan for UNESCO and ICESCO, highlighted Kazakhstan’s commitment to international cooperation in ethical AI development and emphasised the Commission’s role in supporting the RAM process.
Dr Amir Piric, Director of the UNESCO Regional Office in Almaty, said the initiative comes at a crucial time as Kazakhstan accelerates its digital transformation agenda. He stressed the importance of ensuring that AI technologies serve society in a fair, safe, and transparent manner.
Meanwhile, Dmitriy Mun outlined the government’s priorities in AI development, digital transformation, and the creation of a modern national AI ecosystem.
The RAM process is expected to generate practical recommendations that will help Kazakhstan strengthen AI governance, foster responsible innovation, and build public trust in emerging technologies. UNESCO said the initiative marks an important step toward developing a human-centred AI ecosystem that supports sustainable development and protects fundamental rights.
