Anthropic has opened a new office in Singapore, its fifth in the Asia-Pacific region, and signed a memorandum of understanding (MoU) with Singapore’s Ministry of Digital Development and Information (MDDI) to advance AI safety, security and responsible adoption. The partnership will focus on model evaluation, AI research, skills development and the adoption of AI across public and private sectors.
The MoU was signed by Anthropic co-founder Ben Mann and Kai Fong Chng, Permanent Secretary of MDDI, on the sidelines of Singapore International Cyber Week. Singapore’s Minister for Digital Development and Information Josephine Teo and Anthropic Head of APAC Policy Michael Sellitto witnessed the signing.
Under the agreement, Anthropic plans to conduct technical exchanges with Singapore’s AI safety, security and assurance institutions on model evaluation, testing standards and incident response. The collaboration will also explore research into AI adoption and its economic impact, alongside initiatives to help small and medium-sized enterprises adopt AI responsibly and strengthen AI capabilities among public officers.
“We founded Anthropic on the belief that capability and safety have to go hand in hand,” said Ben Mann, co-founder of Anthropic, highlighting the company’s commitment to supporting responsible AI development in Singapore and across Asia-Pacific.
The company also intends to share research and data, including insights from its Anthropic Economic Index, and provide technical and policy expertise as Singapore develops its AI regulations.
Singapore is a key market for Anthropic, ranking second among 121 countries in Claude.ai usage relative to population, at nearly six times the level predicted by its population alone.
Claude is already being used by several Singapore-based organisations. More than 1,500 engineers and technical staff at the Government Technology Agency of Singapore (GovTech) have adopted Claude Code to modernise government systems and accelerate software delivery. DBS uses Claude for software development and employee productivity, while GIC is rolling it out across investment and corporate services teams.
Grab uses Claude to power its BriX sales assistant, which reportedly saves sales teams approximately 40,000 hours each quarter. Sea is applying Claude to customer service and software development workflows.
Anthropic said its expanded local presence will support organisations seeking to deploy capable AI systems while maintaining high standards of reliability, security and governance.
