A key parliamentary committee in India has called for mandatory labelling of all artificial intelligence (AI)-generated content and licensing requirements for AI creators, in a move designed to curb the growing threat of misinformation and safeguard public trust in digital media.
The Standing Committee on Communications and Information Technology, chaired by Bharatiya Janata Party (BJP) MP Nishikant Dubey, has presented a draft report to Lok Sabha Speaker Om Birla, setting out proposals to tighten oversight of AI-driven content creation.
According to the committee, AI-generated fake news poses a serious risk to public order by enabling large-scale manipulation of information. The panel recommends that creators of AI tools and platforms be licensed, and that all AI-produced materials — including text, images, audio, and video — carry clear disclosure labels identifying them as synthetic. Such steps, it argues, would help citizens distinguish genuine material from fabricated media and ensure accountability where harm arises.
The report further calls for stronger coordination between the Ministries of Information & Broadcasting and Electronics & Information Technology (MeitY), to establish a clear legal and technological framework for detecting and prosecuting the misuse of AI for spreading false information.
In addition, the committee has urged media organisations to strengthen internal safeguards, adopt more rigorous fact-checking systems, and appoint independent ombudsmen to maintain editorial integrity and accuracy.
The Ministry of Electronics and Information Technology has already convened a separate expert panel on deepfake detection. Two national projects are currently in progress to develop tools capable of identifying fake speech and deepfake videos — part of a wider government effort to confront the challenges posed by AI-enabled disinformation.
The draft report is expected to be tabled in the next parliamentary session, where MPs will debate the proposed licensing, labelling, and accountability mechanisms in greater detail.
